- im confused at everything you are saying here. first off you said you changed the water pump and then it wont start and u said u changed the fuel pump in the next sentence.... so which one did you change?? and how does it try to start but not turn over? if it trys to start the engine has to turn over other wise you would hear a click sound which could be low battery or looose connections... try jumping it. if that doesnt work it could be the starter as well. but generaly if the starter goes out it wont make no noise at all when u turn the key..... if urs makes noise then its trying to turn which means it needs more power... unless you did somthing wrong and the engine is in such a bind it cant turn. now if ur engine is turning over when u try to start it then it could mean its still not getting fuel so u need to check for fuel. if it has fuel then ur problem could resume in no spark to ur plugs which means if u replaced the fuel pump cause it wouldnt start then that may not have been ur problem the whole time u should have checked for spark and fuel before replacing random parts cause u think they are bad. so depending on what your trying to say here its hard to give u a direct answer cause u completely reword yourself over and over and nothing makes sense.

- A good pump would pump water continuously without being hooked to the tank. You say the power is still going to the pump when it quits but you didn't say if it is getting the proper voltage and you didn't say if the pump is still running but just not pumping. If it's still running then try raising the pump some. If it's not running then I'd suspect the thermal protector switch so you'd need a new pump. Are you sure there's a full 230V going to the pump? Sometimes ants like to get in the electrical pressure switch and get in between one or more of the contacts.

At about 95k my mechanic asked if I wanted to replace the timing belt and the water pump. - If you're going to have the timing belt changed you might as well change the water pump at the same time - it would take about the same amount of effort and cash in the future to just replace the water pump alone if it goes bad. On a Honda with over 100k miles, it's just a matter of time before the water pump goes - so I'd say that it's a good idea to change it now, even if it's not showing any signs of failure. You'd just end up paying for the work twice if you don't do it now - assuming that you're planning on keeping the car for a while. I'm not sure how much a water pump would cost for your car, but you could look it up on the web - additional labor costs to install it during the timing belt change would be minimal.

- You sure you have the right tool?? There are 2 different tools they came out with. Cant remember the year but Cadillac changed the water pump design which the tools had to change. Neither one will work on the other design. Both almost look the same except the teeth stick further out on the older design. I always use a impact, put the socket on your impact just bump the trigger enough to get the pump to turn a little. But not too much or you'll break the ears of the housing then you'll have to replace the crossover asy I did see you said CLOCKWISE!!!!!! Make sure you are turning it to the direction to tighten, this has the reverse on/off direction
