- There is no standard for carpet in any area. In fact, the landlord doesn't have to provide carpet at all. It sounds like what is happening is that the landlord is using a cheap carpet cleaning service that is getting dirty water back on the carpet...if the carpet cleaning leaves too much water in the carpet, it will mold and mildew with closed windows. My advice: 1. See if a friend has a dehumidier you can borrow...that will be most of your problem. 2. Find a carpet cleaner that has a Chem Dry system...that is a specific type of cleaning... - First cheapest way. Warm water and white vinegar 50/50 solution. You want to dilute the stain not drown the area 4 beyond the spot. This lifts dirt, grime stains. - Replaced carpet has to be reasonably same quality carpet. Since you have no knowledge of what was paid, the quality/pile/density, etc. there's really no way you could argue this. But generally if a renter is the type of person that damaged a carpet enough to need replacing, they shouldn't be arguing the matter anyway. These kinds of renters either have kids or animals that have destroyed it, or they themselves did it and had no regard for what happened afterward. - There is a product called Pure Ayre that truly removes odors and does not just add another scent like febreeze. This I would do if the area rug is too large to fit into the washing machine. I have heard bounce might also work. You could roll up your rug and put it into some large garbage bags and drop in a few bounce sheets if the other 2 don't work.

- this is definitely the apartment complexes issue to fix. It wasn't your fault the apartment had a faulty line. The mildew smell. uld be toxic not to mention all the bacteria that was already in the carpet and was released into the air with the fans. They definitely should replace it. I suggest you check your states tenant law. Or tenants rights. You can google it by typing in your state and the words tenant rights. I am sure you will get all the information you need. Check your lease too, it may have stipulations.
