You have to have a complete circuit. A man trimming trees may touch two wires at the same time or may touch one and the other wire is grounded causing the ground to act as the second wire. You cannot get electrocuted by touching just one wire. Technically, since one wire is grounded and we are on the ground we are touching one wire continuously. Also the squirl may be on a low voltage telephone wire or an insulated wire. If it's a bare wire and he doesn't jump onto the wire but rather reaches out from a tree and touches both at the same time he'll get shocked too.

Coming out of the fan I've got a black, white, black and white striped, and a green wire. coming out of the cieling i've got a black, a white and a red wire.The fan's green wire is connected to the bracket as a ground, so that's out of the way. It's the other wires that confuse me. I've tried, white to white, black to black, and BW striped to red, but that didn't do anything.Any ideas? Thanks.
the black and red wire coming from you ceiling box indicates that there are two seperate voltage (hot) wires, one for the fan and one for the light, therefore you should have two seperate switches. fan-light. the striped wire goes to either the black or red and and the black from the fan to the other. once you make the connections make sure you pull the chain to turn the fan on, otherwise it still won't do nothing. good luck
