Usually the counterweights can move back and forth on an arm. They are moved toward the crane when there is no load and away from the crane when there is a load. If the counterweights can't move, then the crane must be designed to hold (at least) the minimum counterweights in their fixed location. As the crane gets loaded, the net moment decreases, and then increases in the other direction as more and more load gets added. It is still likely that the maximum design moment when loaded far exceeds the moment due to the counterweights on an unloaded crane.
