We went to home depot and they said they would have to charge us around $900 to replace all the carpet padding and install the new carpet. we said that we would leave the same padding (to save money), but the woman told us that it is an ohio state law that carpet companies MUST replace the padding if they are going to replace the carpet too. another company we called said this isn't true. was the lady at home depot just trying to get more money out of us, or is there really a carpet padding law? I cant seem to find anything about it. any help is appreciated.: Never heard of that law. The only thing that could happen is you would need to sign paperwork that the carpet would not carry a warranty since the surface it was applied to was not stable. You CAN install carpet without padding although it is not a good idea.

Cat's don't use their scratching posts as something just to scratch.. they use the to stretch the muscles in their legs and paws. your cat may take his naps in the room that the rug is located.. ?
