Q:Is horsepower or torque more important for diesel generators?
The 13 L of course, but in the case of a generator its usually limited somehow, also its more about fuel efficiency with power generation then anything, you want it to last through a storm or power outage for as long as possible and a 13 L will chug way more gas then the 7L, also what kind of engine are these a thirteen liter diesel engine only putting out 400 hp is a joke and it could go higher then 1800 RPM. So yes the 13l would produce more electricity quicker, but the 7L would be more useful and practical.

Although nuclear power can provide for the energy needs of the future, but it is not a green energy. The social cost we all have to pay in the future outweighs the benefits of nuclear plants / nuclear energy, taking the lessons from our past experiences with nuclear plant all over the world. Alternatively, more RD should be channeled into areas of wind, solar, water energy generation. The key word here is alternative green energy. After all, we only have 1 earth and it is clear to all of us that polluting it further would only result in killing ourselves and our future generations. Only green energy guarantees our future generations' continued existence on this one and only home we have; Earth. As in all developments, initial development costs are high but as we develop and move towards green energy, there is invariably a tipping point where green energy becomes economically viable energy. Furthermore, how can human kind trade-off the cost of developing clean energy against the known certainty of pure negative environmental effects of nuclear plants ? There should not be a consideration of developing further nuclear power plants at all, in the face of certainty of the negative effects to the environment. Green and clean energy should be pursued as the future energy solution for the future.
Q:Why don't hybrid car makers just run the gas engine to power a generator at constant speed? More efficient.
When there are changes in the electrical load on a generator then the power required to drive the generator also changes. So the gas engine wouldn't run efficiently at a constant speed unless the car runs at a constant speed. Diesel electric locomotives usually run at a constant speed. They don't stop and go as often as a car does so the diesel electric configuration works. Listen to a train that is accelerating and you will hear the change in engine pitch due to the higher energy demand.

A battery powered wheel chair has everything you need. You can buy an old one cheap and fix it up to work as your automated vehicle. Use Lithium Ion batteries for maximum power or one of the new AGM car batteries that provide deep discharge operation.

1600 kwH would be about 50 kwh per day (1600/32) so if the sun shined very nicely you would need about 150 kw capacity for an 8 hours of sun day or 200 kw for a 6 hour day. (24 hours in day / 6 of sun * 50 kwh per day) Your supply source or the weather bureau should be able to supply the number of sun hours at various times of the year and the capacity of various panels.

Generators *always* take some kind of mechanical energy to operate. In the case of a power blackout, backup generators use large diesel engines rated for hundreds of thousands of Horsepower, to run the electrical backup generators. The precise causes of the accident are still uncertain, but it is generally believed that the series of incidents that led to the explosion, fire and nuclear meltdown at Chernobyl was caused by a combination of reactor design flaws and operator error.
Q:Can someone tell me about the diesel electrician job?
Well, two others have answered, and I consider their reputation to be good. I do not have railroad experience nor have I ever worked for the railroads. However, you did ask what you should brush up on, so I'll use my lay knowledge. Just realize, I could be completely in the weeds with this. Chief skill - Safety. Before anything else, railroads are very much into safety. Review anything you can find on high power high current safety procedures. Brush up on AC/DC/AC inverters. AC traction is replacing DC in locomotives now to some extent. (More on BNSF than UP) It isn't clear if this is a fad or a movement in some views, but I think it's a movement. I could be wrong. You will want to look at alternator technology (as opposed to generator but don't ignore that), you will want to brush up on your power thyristor theory, AC theory, and computer control skills (most loco's have PC's on board. It isn't entirely clear to me at this remove how much of that is simply reporting (I suspect a great deal) versus control (I suspect very little - as evidenced that a loco will keep going even if the computer is totally trashed.) Study power factor and correcting it. (This is more a design issue than maintenance, but you may want to know the basics on how that works so you can keep it working.) Know how to affect the speed of an AC motor (frequency, number of poles), vs. how to affect the speed of a DC motor (voltage or current). Study back EMF and why that is important to a maintainer. Tons of leaks, no matter how good it's engineered. But anywayAll depth and speed capabilities of US submarines are classified. All US submarines are currently nuclear powered, but have a diesel generator as a sort of underway emergency electrical power, usually not run. Clean air for the crew's life support, and normal ship's systems is made via an oxygen generator that separates hydrogen and oxygen found in water. However this is inadequate for running the ships diesel. The ship does have a sort of blowhole called the snorkle, that can intake fresh air from the surface while maintaining the boat underwater to be used for the diesel, or to ventilate the ship very effectively with fresh air. This is always welcome, because oxygen content of fresh air is normally higher than that of the recirculated air. Also, the recirculated air smells like chemicals and makes your clothes smell and your cigarettes taste like garbage. Submarines don't have windows that go out, because it would be pointless underwater, and on the surface the boat is steered from the bridge. Clean water is made from steam, provided from the ship's reactor. The time spent underwater is only limited by food.
