You may take it to your local Fire Dept. They may charge it for you OR Find your local Fire and Safety Supply dealer. They sometimes charge extinguishers and inspect sprinkler systems for Fire Marshalls.

Oh ya - just pull all that old stuff out - run down to the store and buy everything new. It's cheap. But if you want, just take everything out and clean it all up really good and put it back together. Those things are usually tightened to hand tight plus a little. You can get a pipe wrench and just put a tiny pull on the fittings once you get them together. If you torque the crap out of them, the pipe breaks.

If you are doing it, you must have the proper skills and tools to complete it. On the event that you are doing it, just measure and buy enough connector fittings and pipes to complete the job. If you are missing something, just go back to Lowe's or Home Depot and keep buying as needed. The store will take back any unused material and give you credit for.
