Your rig is 17 years old. The wires at the plug shrink and crack from heat and age. Then they get water into them and corrode inside where you cannot get at it. Does not happen with all cars, but when it does, it is a royal pain. Either try for a new plug/harness or cut one out at the junk yard and splice it in. Use heat shrink over the splices.

These two wires provide the voltage difference (called potential difference) that is responsible for driving the current through an appliance. Live and neutral are terms most commonly use with mains electrical supply .. they are equivalent to + (live) and - used with batteries and other DC sources. The live wire is at the higher voltage (most dangerous) and the neutral is usually close to ground voltage (0 V). Both wires together form the complete circuit required for the current .. from the supply (through the live wire) to the appliance and back to the supply (through the neutral wire). In a mains circuit a switch is always connected into the live wire so that the high voltage is disconnected from the appliance. A switch connected in the neutral wire prevents the appliance from working (so it appears to be off) because there is a break in the circuit .. but the high voltage is still connected to the appliance which may be dangerous. For the greatest safety a switch should disconnect both live and neutral wires at the same time.

If the cone moves out you have it connected to the proper + and - if it moves in then its backwards. With that you should be able to figure out which wires are + and -. The neutral wire is supposed to be the wire that functions to take the current from the hot side back to the power line. The ground is there as a safety measure - in 3 wire appliances, the ground is usually connected to the housing. It is there in case some part of the hot circuit becomes shorted to the appliance housing - if that happens on a modern 3-wire electrical system, it will cause the breaker to trip. Or, if the appliance is plugged into a ground fault interrupter GFI, that will generally trip first, before the breaker.
