Rep ti-bark is a good choice, sand is unsuitable because it is too dry and most tortoises like a more humid environment, also bad for burrowing. I have a russian tortoise ( good job at least someone other than me made a tortoise table! ) and he LOVES rep ti bark, he is around 1 or 2 ( i'm guessing) and when I put him in my house for a walk, he runs away from the carpet. So, no carpet for him because it will cost hundreds of dollars in vet bills. You can use rep ti it is as comfy as carpet but cheaper
