Nyko has stated that their products are not fully compatible with those of Nintendo--i.e. the charging cradle. Try fully charging your 3DS by unplugging the plastic cradle, and charging the unit directly from the cable. If that doesn't work, there may be an issue with your battery or power supply.

take two battery packs hook the 1 red wire from one and one black wire from the other together, Then hook the left over wires to the car like normal. (you will have to cut and splice some wires. this will give you twice the power.

If the dash cam battery is 250mAh, and the battery pack is 20,000mAh, the the battery pack is like 80 dash cam batteries. So it should last 400 to 800 minutes. YMMV
