Installing tile over concrete is the best way to install floor just make sure all the cracks are filled in with a ardex filler or even mortar smoothed out. As far as the old tile glue on just try to scrap it clean as best as possible and go from there. Also make sure u sweep and clean the area good free of dirt as best as possible.

I guess you could paint the floor a week or two before putting it on the market - a case of buyer beware if it all scrapes off 6 months later - but the paint is quite expensive so I wouldn't personally go down this route myself - as it's not a nice thing to happen for the unsuspecting buyers. I'm guessing that currently the floor is more of an eyesore as you haven't integrated this into your current bathroom design? Personally, I would ditch the painting idea and buy a decent off-cut of lino and cover up the old floor tiles since you only have a small area to work with. Lino nowadays comes in many guises/patterns and since it's a small area you can check all local companies for offcuts of perhaps the more expensive pseudo 'wood' type lino etc... You may spend £50 but it will brighten the room and transform it into a more modern look - and ultimately will help you get your asking price. You could try to re-seal the tile. Is your tile glazed? Glazed tiles should never need to be sealed, as the glaze is the sealer. Do a water test first to see if your tile is soaking up water. Put a little water on the tile if it turns dark, then your tile needs to be re-sealed. If you just want to make it shiny, you can try a topical sealer. Your local tile/flooring store should be able to help you pick the best one. There is also something called a 'wear layer' which is an acrylic floor finish that helps to keep you from wearing through the sealer. Again, your local tile store can help you with this step.

Try your local tile distributor for the purchase of your tile before you go to Home Depot or Lowes, as they have a better quality of tile and they aren't really expensive like people think. Sometimes you can find good deals through the distributors on a discontinued tile or a sale. If they're a natural rock, like travertine, use Tilex and scrub them with a stiff plastic bristled brush. Use a cloth with hot water and a mild detergent to take up the excess Tilex. Then put down a tile sealer after it's dried. This will keep them from getting dirty again so fast. If they're ceramic and have hard water stains or whatever on them, you can use Tilex for the grout and CLR on the surface. Put a moist cloth down and pour the CLR over it to let it soak for about 15 minutes. The hard water stains should soften and come up easily. BTW - if this is a mildew problem (like in a shower or around a bath tub), don't use bleach. For some reason, even though it kills the mildew initially, it actually fosters the return of the mildew quickly.
