If you have PVC, it shouldn't be more than the cost of the valve and some Rain or Shine pipe glue. (Maybe, less than $20.) If you have metal or copper pipes, you should probably call a plumber. Depending on where you're located, between $100 - $150. There should be another shut off valve at the street, if you have city water or on your well pump, if you have a deep well.
