Using electricity on Shabbos (the Sabbath) is not forbidden. It is turning it on or off on Shabbos that is. As someone correctly said, we may leave on light bulbs, air conditioners, etc. or have them turn on and off with a timer. Contrary to popular belief, it is not forbidden because of mav'ir or mekhabeh, the prohibitions of igniting and extinguishing fire on Shabbos. As you said, we understand now that it is not very similar at all. However, the source of this prohibition is actually boneh, a different type of work forbidden on Shabbos, and this does not change the fact that it is forbidden. Boneh literally means building, but in Biblical terms, it is used as completing/forming a structure. The basic concept is the same, but it includes other things that are not necessarily included in the word building. Soter is also part of it, meaning destroying, or the opposite of boneh. The structure we are forming here by turning on a light is the electric circuit. When the light is off, electricity still courses through the wires, however, only the connection to the light bulb is missing. If we flip that switch and turn on the light bulb, we are supplying the missing link to allow the electric current to reach the light bulb, and thus completing a circuit, violating the prohibition of boneh. Turning off a light is the same thing, in reverse. The electric circuit exists and is complete, and if we turn off the switch, we would be disconnecting the circuit, which is the prohibition of soter. So no. Orthodox Jews are not changing their position. Nothing has changed about the prohibition, and nothing has changed about electricity as we know it.

Basically correct. Power line technicians can work on live power lines via helicopter in this manner. And that's how all the birds sit on power lines. Although not touching a wire is not enough. At higher voltages, you'll get arcing if you just get close enough to another source. So a small bird can sit on a power line with no problem. But if it's not designed well, a larger bird with extended wings can get electrocuted even without touching the lines at all.
Q:I have a mini (just like 5x6 inch) Lasko personal space heater. It is not originally intended for heating for tanks and cages, but since it is ceramic I was 't sure if it would be okay. It has safety features such as overheat protection and cool touch housing. Would it be good to use in the tank for the snake? He's a baby cornsnake, and the tank is a 29 gallon glass tank (like an aquarium). I already have a heating pad and two heat lamps, but it still won't get warm enough. And I don't want to use central heating to heat the whole house just for his small space. Not to mention, it just stopped working. I know I can get a conventional ceramic heat emitter, but since this is what I have, I'm hoping it will work.
I agree with Ferris. I am generally against putting most electrical equipment INSIDE a reptile enclosure, unless it was specifically designed for that, (in other words, designed to deal with water humidity, to be shat upon, etc) You could certainly aim it into the tank, provided you have a good thermometer to gauge the temps, (you don't want to overheat it either.) The first thing I would do If I were you is to reevaluate the type and wattage's of bulbs you are using. Maybe a higher wattage bulb can solve your problem.
Q:If an electrical equipment is designed for 220V at 60Hz, can it be used in a country which uses an electrical system of 240V at 50Hz. I'm not sure how true is this, but I've heard that the voltage would not be a problem but if the frequency is less, electrical equipments with motors will not be able to run at 100% performance which means the efficiency drops. No, they have a right to refuse the sale because of clerical errors. I have seen this personally many times in personal experience. Usually companies don't change the price on you though; they will usually just cancel the order.

Disabled access. Public liability Insurance. Possibly a toilet and wash basin which should also be adapted for the disabled. Tea/coffee facilities. Certificate to say that you are allowed to carry out a business on the premises. (?) Certificate from from an electrician to say that the electricity supply is safe. Fire escape. Fire extinguishers. Certificate from the Fire brigade. Thats a start for you.
