Yes it depends, are we talking about a power cable for a piece of radio equipment? Then yes. Are we talking about a power cable for a government computer? Then no. What I can tell you is that if it's a power cable for a piece of radio/communications equipment then its Class 9 expendable. As far as other cables, maybe you could try looking on Army Property Book or FED Log; you may have more luck there.

Electrocution is created by the passage of electric current through living organs. A bird sitting on a 400 KV power line is charged at 400 KV but it takes a *potential difference* to cause current to flow. As the bird is only touching one side of the 400 KV line there is no potential difference across the bird therefore no current flows thru it. Hence bird isn't electrocuted.

Check first for any factory made holes that are not in use or have extra space to be used. If you are explorer is anything like my Taurus I would say somewhere near where your steering wheel connects to the firewall. But it will be kinda risky around that area since you would have to be careful for your power steering.

An extension cord is just more wire. Wire doesn't care about voltage. (The insulation does care about voltage, but they're all rated to handle up to at least 300v). Same with terminal strips (multiple sockets). In either case, you're problem is not handling the voltage, but handling the different plug styles from one country to the next. In the UK, the prong are round, where in Japan, the prongs are bladed.

To me, that looks like an S/PDIF cable. It's an optional audio cable for HDMI. Once your video card is in the slot, try connecting it to the audio card, or the audio region of your motherboard. If you don't have a spot, don't worry; it's not necessary.
