Q:Tire pressure problem?
Tire and car manufacturers are aware that tires will heat up during driving. The "spec" tire pressure (door frame, or owner's manual) is what you should use, year-round. It's based on the tire being at outside-air temperature, not on tire temperature after driving. This means that you will have to add some air as winter sets in, and bleed a bit out in spring (if you're obsessive about having the right tire pressure). If you're checking your cold tire pressure when it's ridiculously cold out, you might well get a slightly low reading that you can ignore. But if the outside air temperature is normal winter temperature and you get a low reading, add air.

The downside is you have to find someone to mount, balance and allign . A Walmart tire center can do this for you. Also, you have to watch out for the ship and handle charges which can be equal to or more than the price of the tire if you where to buy it from a regular tire store, so do compare. Personally, I have bought Goodyear RSA's from them and they where about $60 cheaper per tire (before SH). Walmart's off brand tires are cheap, they are usually made by the major tire manufacturers.
Q:What places patches up tires?
Many Walmart TLE centers will NOT patch a tire for you. Take it to an independent garage or auto shop. They'll dismount the tire, put a patch and plug in it, and leak-test it before sending you back out on the road. Whatever you do, if you want to save the tire, do NOT put that Slime or Fix-a-Flat in it. Just drive on the spare until you can get the tire patched.
