Here's my best advice as a T-Mobile customer for years- Don't deal with customer service on the phone. GO INTO A T-MOBILE STORE! They are awesome. Go in - Take them your phone - tell them your problems - ask your questions - they'll let you know what your options are. It's possible you need a new battery? Last time that happened to me, the store associates GAVE me a new one FREE. You are able to upgrade your phone, but you have to have a good payment history and have had the phone for a certain amount of time (can't remember how long that is).

EDIT: Oh, the Virgin Mobile Flare. I have that phone. It sounds like that the battery was completely drained when you placed it on the charger. You must leave it on the charger for 10-20 minutes before attempting to power the phone back on again while its on the charger. Once its fully charged, you should not have this problem. If you do, remove the battery, leave it out for a minute. Place the battery back in, turn it back on and see what happens.
