- Insulation has a nasty habit of doing this to people. Fiberglass insulation is the worst, as it literally cuts the skin and causes serious rashes and enough itchy feeling that people usually draw blood from scratching so much. Water, soap, and a good scrubbing to start would be good. Watch for pain when scrubbing the area to make sure there is nothing stuck in the area that you could potentially be driving deeper into the skin. Buy some anti-itch cream in the mean time. The rash should go away with time and proper hygiene.

- You can purchase mold killing paint in a number of hardware stores. Go ahead and scrape off the remaining paint, then paint it with the mold killing primer (Kilz), then paint normally. As for the patching: Spray the affected areas with a mildewicide, and then spackle. Paint with mold killing primer, and paint as normal. You might think about replacing the fan as well.

- one thing you didnt mention is why you want to insulate a basement ceiling. i can understand if its for sound abaitment but insulating a basement ceiling isnt really necessary (unless ofcourse its required by local code). in answer to your question, you tuck the insulation around wires and piple by pulling the insulation apart. compressing the insulation against wires and pipes compromises its effectiveness. heres what i would do. instead of fiber glass insulation use what is called sound board (it has thermal qualitys as well) and then sheet rock over that. sound board (it used to be call celetex back in the day) is available at home depot and most lumber yards.

- The numbers associated with it are called R Value. As a rule of thumb, the higher R Value numbers, the better. For example, fiberglass has about R 3 per inch (least expensive) and rigid foam has about an R 6 per inch (most expensive). If you have plenty of space to work with, you could do 10 inches of fiberglass (or a similar mineral fiber type insulation) and get the same results as if you used 5 inches of foam. It just depends on your situation. If you are in a very cold climate, I would suggest insulating to an R 49. If you are in a very hot climate, I would suggest insulating to an R 19 with a radiant barrier (more efficient than R 30 in warm, sunny climates). If you are in a moderate climate, you could be anywhere in the middle.
