It's shutting down because you're removing the power cable. I wouldn't really do that when your computer is on... It's not good for the motherboard or anything, for that matter. It restarts again basically because it's still being told it's on, so it reboots when it's plugged back in.

First, I would get a filter that you trust, I have Stingray 15 by Elite, and the cables of that are submerged as well. Although the cables are wrapped in a waterproof and insulated tube so no water cannot get in and the electricity cannot get through to the water and kill the fish. So the cables are not a problem if you have a trustworthy filter.

I recommend use of THHN electrical wire. It is gas and oil resistant and has heavy strands that hold up well to the stress of vehicle install situations. If your wire and fuses are properly sized, then check all of your connections. Often times heat and vibration will loosen screws on amplifier contacts. Also, under the hood, heat can melt your fuse holder causing plastic to coat the contact points (in which case you'll need a small file to clean the contacts) There's really a lot of possibilities here and your question is quite vague and convoluted. Please give more details or take some time and analyse the problem carefully. Chances are that you will discover the source of the problem in a matter of just 15 minutes or so of checking.

You should have no problem keeping the power cables separate from any audio or video cables. You might get some interference from the power cables if you don't.
Q: While DISCONNECTED from the amp, I accidentally touched the power cable with the ground cable. Sparks went flying and I smelt a funny odor. If it's near the plug end, the one that goes into the wall, it's easy. You can buy a replacement plug, cut off the old one and wire on the new one. Wire strippers would be handy but you could strip the wires with a carefully used sharp utility knife, and you will need a screwdriver to deal with the plug itself. If it's very close to the foot pedal end or the machine plug side, that might be a bit harder, depending how much wire there is between the damaged cable and the pedal or plug. You could cut away the damaged portion, splice the wires with wire nuts, cover firmly with electrical tape and be done. If there isn't room to do that, you might have to take the foot pedal apart and re-attach the wires from the rest of the cable. Shouldn't be that hard to do. Just note where the wires went inside the foot pedal.

I assume you are talking about using power directly from the MOBO? If so, no. You won't be able to. You need to have your graphics card plugged into the PSU as well as the MOBO.
