It may be that the power output of your solar panel is not enough to drive the DC motor. It is producing up to 6 volts but it may not be producing many milliamps. LEDs need very little power to work but DC motors often need quite a high current to get them turning. If you can run several solar panels in parallel, you can probably increase the available current. Alternatively, can you expose the existing panel to much more light so as to get it to work at its maximum output? That might work. Good luck with your science exhibition.

Solar panels do NOT get charged, so the question is junk, or you misstated it. Solar panels are used to charge a battery bank, which stores energy for times when there is no sun. Then energy from the batteries is used, via an inverter, to power appliances in the house. OR do you mean how the power output of solar panels can CHANGE? In that case, they change when the sun moves, such as behind a cloud, or just changes angle in the sky, or goes out.

20 volts is a common open-circuit voltage for nominal 2v panels. The panels put out about 5v at full load.
