I think you mean a pastry bag... the tubes are the extensions that make the shape. If you don't have a pastry bag, use parchment paper. Just fold it into a cone and fold the top inside the cone so it doesn't open up. Shove the tube inside and you got a disposable pastry bag. Pour contents into the cone using a spoon and twist the bag closed. Make sure it's closed well so contents don't spill outside. You can fold it to any size, big or small, to pipe large objects or small fine detail.
