Q:Manufacturing Engineering?
Look at the hand held vacuums they have in the store. If the housing is plastic, it is a 99.99% chance it is injection molded. If it is made of metal it could be extruded if it has a constant cross section along its length. Aluminum is a very common extrusion metal. I would doubt any high volume hand vac would have a forged housing, but I don't get out that much. Casting and machining is a possibility. As far as costs, it all depends on the life of the tool, and the number of cavities for a mold or a casting. If you mold/cast one part at a time it is much more expensive than two or four or eight. The more you mold at once, the bigger the molding/casting machine and the more expensive the mold/casting. So it depends on how many you want to make in a given amount of time, and how many through the life of the product. Finally, for your modification, do you have a design with drawings and a volume target? That is the first step to figuring out costs.

first check the attachments, if you don't have suction, then the machine is clogged, if you have a shop vac or another vacuum you can use its attachments to try and pull the clog back out the way it came in ( sometimes you can use a broom stick to push a clog out but you need to be careful not to tear the hose ). If you have suction and the brush roll doesn't turn than the belt is broken or stretched out ( they should be changed every six months to a year ) consult the owners manual on how to change the belt, or take it to a vacuum shop most can change the belt on the spot for pretty cheap.

You get what you pay for. You can buy a cheap vacuum, then buy another one in a few years or less, or you can buy a really good one to start with and buy fewer of them over the years. I bought a used Filter Queen in 1988 for $500, it still works great, and it's had hard use including construction clean-up. It's had one $75 tune-up in all that time. It might outlive me. Around the time I bought that one, I also had a $50 vacuum. I bought two of those in a year.

Hello, I work for a vacuum shop and i would suggest a central vacuum system, if you can afford it. They are by far more efficient and the only vacuum that removes the dirt, dust, allergents etc completly from your home. Traditional vacuums, even the best ones will allow those things to recirculate back into the air. If a central vacuum is something you dont want to do, then i would suggest a Miele canister. Very lightweight, quiet, great filtration and easy to use. There a bit pricey, but worth it. German made, 7 year warranty and specific tools for bare floors and carpeting. Check ouy the source links to find out more. A lot of good information to research there.

Some comments: Vacuum literally means, a space containing nothing. Vacuum in that sense does not exist inside a vacuum cleaner, but then it also doesn't exist anywhere else in the universe either. A vacuum cleaner produces what is often called partial vacuum (i.e., a region of lower-than-atmospheric pressure.) It is the wind rushing into that partial vacuum that picks up the dust out of your carpet and carries it to the filter bag. The higher the vacuum, the less sound will be able to propagate through it, but as other posters have already pointed out, the machine is not in the vacuum, the vacuum is in the machine. The noise that you hear does not come from the motor. If you pulled the electric motor out of a vacuum cleaner and plugged it in to the wall, the most you would hear would be a gentle hum. The noise mostly comes from the BLOWER---the metal blades attached to the motor that move the air. If it were designed by an aeronautical engineer, then the blower might not make much noise either, but it wasn't. It was designed by some hack copying a design that worked well enough for someone before. The noise mostly comes from turbulence created behind the blades as they move through the air. More noise is created by turbulence in the wind that rushes up the pipe and into the bag.
