Your best bet would be at a T-Mobile store. If you want to activate your own line with a contract at Target then you would have to show them a driver license. They will do a credit check before activation. If you mother is the primary person and holder on the T-Mobile account then it is unlikely Target will sell you the phone and have it activated. The primary person needs to be present when they activate the 2nd line to the account. On prepaid phones with T-Mobile at Target you don't need to show any identification and you can purchase the prepaid phones there as well.
