It's the cluster connections, there are 2 connectors on the back of your cluster, each with 10 pins (2x5). You'll need to remove the cluster and make sure that all the pins are connecting properly to the plugs that the cluster connects to. All that is really needed to do this is clean the pins, make sure none are bent, and reconnect it. Normally all the cluster needs is to be taken out and put back in to make the connections work again. This is a very common thing with the 1st Gen Neon (95-99), and is NOT your speed sensor. That's a mechanic talking that's looking to do extra work to take your money if they say it's your speed sensor.
