So if your actual use consists of 2 hours of use per day at 50% and 2 hours at 5% percent the actual wattage draw is only averaged out at 34watts/minute. optimally your panel should supply all your power from its photovoltaic conversion ,but in the real world application the panel only recharges ,over a period of time, the used power. So if you had a 5 watt (@ 2vdc) panel working 480 minutes and used up 35 x2=700 and 9 x2=8 for a total of 78 watts you would have 5 x 480 = 7200 watts input and a parasitic load of 78 watts in the two hours...well within the recharge state required.. For a little safety I would permanently wire a cigarette lighter type plug to the end of the panel this will keep the polarity correct and serve as a quick disconnet means...Also add a fuse at .5 amp... a good place to get these are on the internet....some are very expensive some a very cheap --go for a middle of the roader...Have a good one from the E...

I suspect the lack of blocking diodes may be your problem, assuming you have done the homework. You have 6 battery cells at 2 volts each, that is ...err..2 volts, assuming you have them connected in series. Count the number of cells on the solar panels and maybe we have a starting point. One solar cell is 0.6 v, in this case you would need a minimum of around 30 cells (physically it will probably be 32 to make it 'square'), you need a fair bit of over- sizing in that direction. Solar panels are resistive when not illuminated so must have a blocking diode included to prevent the batteries from discharging into the solar panels at night. Check that each array has a blocking diode included, if not add them. Solar power is pretty useless unless you have loads of sunshine. You seem to have gone through a bit of trouble and expense on this one, so give me some basic facts and I will help you through it. Update 7 Dec If the batteries take 20 hours to fully charge and there are 0 hours of sun each day then the batteries will be fully charged in 2 days. Little solar panels on lights are very low power. The battery in one such may be 0.5 Amp-hours and .2 V ; it may be different but it should be marked on the panel/battery/manual. An outlet in your house is designed to run on 20 V (typically in N. Am.) and they run on alternating current (AC) whereas the panel generates direct current (DC). (If you don't know the difference, do not worry to much but just understand that they are not directly compatible.) You therefore need an inverter to change DC to AC (and lose some although inverters are now very efficient). But the amount of power generated by those panels is still very small. That is why solar lights are low power (just a few watts in most cases). To make things even more irritating, phone chargers do not work off 20 V AC as you are charging the battery and need a low voltage DC -- which is what the solar panel is giving you. It is almost certain that the voltage from the panel will be less than the voltage required for the phone. The charger is mostly cable but there is a black box incorporated and it should say what the voltage and current output are (the input will be 20V). So you should be able to overcome this not by hooking up the panel to a 20V outlet and then plugging the charger in but by hooking up the panel to the phone directly if you can get enough voltage out of the solar panel (or hook up several) and if you fashion a connection device. They already make them -- solar battery chargers and I am sure you can enter that into a search engine and find loads. Typically the panel alone is much more than a solar light -- which shows the relative power requirements.
