How that energy is transferred from the panel to perform work (sorry for the boffinism) is where the complexity emerges, namely due to the fact solar panels produce DC current, and nearly all of our electrical appliances use AC current. In most cases, solar panels will either send energy through a DC/AC inverter directly to be used for appliances, or stored in deep cycle batteries, then converted to AC using an inverter when the user wants to use his/her appliance. Now to answer your question: the solar panels will be fine, and could conceivably be in fine working order with AC current available IF... and I cannot stress this enough (namely through years of field experience dealing with solar powered scientific instrumentation that was working well and then mysteriously not working)... IF rats and other rodents haven't eaten through the wires. This is probably the most likely reason that a set of solar panels wouldn't be working in your given scenario. These are cells that are either cosmetically blemished, cracked or otherwise broken during manufacturing and transportation. As each cell fragment could have very different voltage and current characteristics, you have to manually measure the voltage and current characteristics, sort them and then wire them in parallel or in serial to achieve the desired voltage and current characteristics for the panel. Wiring in parallel increases the current while wiring in series increases the voltage, the current capacity of cells in series will be that of the lowest current capacity cell in that series hence you need to match fragments up to wire in parallel till you have enough current capacity to participate as a cell in the series. Cell fragments can only be wired in parallel if they have the same voltage output. It's painstaking work and it's difficult to place all the irregular shaped cells onto the solar panel in a layout that efficiently uses the space so your solar panels will likely be much larger than commercial ones. You could augment them with Fresnel lenses since the cells don't occupy as much of the available surface area hence focusing the light onto the cells rather than the board will help with efficiency. Practice your soldering skills cause you don't want to have to go back in to figure out where that cold solder joint is. If you're real lucky you can get a supply of blemished cells but the cheapest ones are the broken cells.

Even though you're getting 2V from the panels, you aren't getting enough amperage to power even the inverter itself, let alone anything plugged into the inverter. Car batteries are able to be used with inverters because they can crank out enough amps to power the inverter and whatever is plugged into it. Inverters only step up voltages and change DC to AC. They do not increase power (wattage) potential. If you want to plug in a 20W appliance into the inverter, the 2V source must be able to deliver 20W of power regardless of voltage. In pretty much everything solar powered, the panels are used in conjunction with batteries. The solar panels slowly recharge the batteries. The batteries are where most of the power comes from. Nothing is driven directly from the solar panels themselves unless the power requirement is low enough, such as a calculator. Solar panels will have an output rating in watts (W). If the wattage of your inverter plus whatever you plug into it is lower than the panel's output rating, then it can power it directly, provided you have 00% light input into the panel.
