wire them in series parallel to get 8 volts at 200 mA, and that should charge a 2 volt battery. You may want to put in a series diode to prevent the battery from discharging into the panel when the sun is out. At 200 mA, depending on the battery size, you may not need much control, as that low a current will not overcharge a large battery, like a small auto battery. In fact it will take a very long time to charge it. edit: But do i need to add a regulator? If by that you mean a voltage regulator, no, as a solar panel has a high output resistance, and that will limit the current into the battery. If you mean a charge controller, if the battery is small, you may need a charge contoller to avoid overcharging the battery. But that is not a voltage regulator. .

You can find a lot on the Internet about how solar panels work. See the links below. I'm not sure how you define capacity. Solar panels are made up of many solar cells. Each cell is capable of generating a low DC voltage while delivering a small current, Several cells are connected in series, making strings to develop the required voltage. Then many of these strings are connected in parallel, so the panel can deliver a usable current. Then the panels are connected in series and/or parallel to deliver a usable voltage and current. My panels are rated at 24 volts. 20 panels are connected in series to develop 480 volts. This is sent to an inverter, which converts the 480 volts DC to 20 volts AC

I have been using solar panels for over ten years never until recently bothered to use a charge controller, it depends really on how much power your batteries can hold how often they will be drained from use of the connected dc-ac inverters. While constant daylight charging at 8v 3.5a/hr is quite heavy it is not excessive, 2v lead acid battery chargers give a voltage output of appx 4.8v but the fluctuating output of a solar panel means you may well charge at 8v for some time but with occasional shade etc it will more likely average at 5v which I think is quite acceptable.
