If you're on a budget and the color of the tiles is wrong or some are cracked, replace the cracked ones with light colored tiles of similar thickness. Clean the tile floor thoroughly and paint it. When dry, apply a pattern by dabbing with a sponge dipped in a much lighter shade, then paint the grout by running a brush along the grout lines using an appropriate color. When dry apply 3 coats of satin finish urethane. I've used this method to rehabilitate ceramic floors twice now.
