Insulation stops heat from being transferred across it. Therefore, if it's cold outside and warm inside, it will stay warm inside because the heat can't get out. Likewise, if it's hot outside and cool inside, the heat can't get in so it stays cool inside. The exact same principles are used in vacuum flasks that keep coffee or soup hot. If you put cold drinks in there, they will stay cold instead, even on a hot day. The principle used in both cases is to stop heat from being able to travel to or from the inside to the outside. In a vacuum flask, they achieve this by using a double walled flask and sucking out all the air (leaving a vacuum). In a house however, it's not practical to do this (except for windows which is how double glazing works) so they use some sort of substance that traps large amounts of air in it (like fibreglass or polyester batts) to achieve the same effect. The roof is already a vapor barrier, you won't need 2.

Well not sure what he question actually is. It is a good idea to do that. Going to any Home Depot or Lowes will help. You can give them the info you have and they can tell you coast and products that are available. Hope this helps.
Q:Does a layer of snow on my roof provide insulation?
To building professionals, it means you are properly insulated. It does help a bit, in that without it, you'd be exposed to cold winds, which are worse in removing heat from the house. Typically, we like to see (and count on) some snow in how we design houses and size the structural elements of the house & roof. If you are talking over about 3', though, we might be getting nervous about the weight. Each city/area requires that we deal with normal snow loads of that area. But 3' deep means there's about 180 pounds per sq foot of weight on your roof. About that point, I get up there and remove most of it (I leave about 12" thick). Still same on the thermal characteristics but safer on structural. .
Q:If a roofing contractor offers an insulation material with an R value of 2.5 instead of 3?
You don't want that. If he offers 3.5 instead of the required 3, that is a different story. Otherwise he should give you more material thickness to provide an equivalent R of 3. Yes, the difference can be substantial and I wouldn't forward it to the client. The smaller the R value of the entire roof sandwich the larger the difference it makes. Like the change from 5 mpg to 4 mpg is a 25% worsening in fuel economy, but a change from 100 mpg to 99 mpg is 1%. It will mess up the heating/cooling of the building and the mechanical systems might be inadequate. They could save money on the roof and complain how the building is too hot/too cold or the mechanical systems never shut off and their energy bills are too high.

Check into heat tape tied to pipe, with insulation wrapped around that. turns on when freezing temperatures. insulation by itself, will not stop it from freezing if left for long periods without water moving through it. .

Why would you want to waste money heating the attic? There are several reasons to put the insulation directly above the living space. Increases the life of your roof, prevents ice damming, saves money, helps avoid moisture issues in the attic and roof sheathing. Is that enough?

I wouldn't get bogged down by it. It depends on you're area and what you want to use the loft for. But the insulation will keep it ok inside. Just add some air bricks to encourage ventilation. This will keep you're heating bills down, and unless you're going to be living in the loft I really wouldn't worry. There are a lot of variables to consider. Just stick you're logical head on and you'll find your own answer. Just consider what the Canadians say; "Insulate tight and Ventilate right".
