If it is a charge controller that is wired between the panel and the battery only, then a 3A rating is ample. The controller only has to handle the maximum current that the solar panel can output. The panel will have (or needs to have) an open-circuit voltage that is greater than about 4V in order to actually charge the battery, whose terminal voltage will rise above 2V as it charges. The panel's open circuit output voltage typically is about 7V. The 5W rating is at the maximum power point under the illumination of standard sun and at a specified temperature. That maximum power point probably is around 4V, which means the panel will deliver the following amperage to charge the battery: I = P/V = 5W/4V = 0.36A Since 0.36A is well below the 3A rating of the controller, the controller will not be overloaded when charging the battery. Some charge controllers also have terminals for connecting the load that you want to power. If that's the case, then the controller also needs to be rated to handle that load amperage or higher. If you were to connect a 6A load, then you would like to have say a 0A controller. Hope that helps.

Someone has already mentioned if you purchase them from your local solar panel installer they will not be cheap.They have come down in price a lot over the last couple of years. Yes you can build your own and no its not too difficult.You need to know in your own mind whether you just want to reduce your utility bill or come off the grid completly. The best solution is a combination of wind and solar power and yes you can build your own windmill as well and at the bottom her I will show you where to go to get easy non technical plans. Naturally the sun does not shine at night so your solar panels would not work then but windmills function 24/7 as long as there is wind. If you have nearby neigbours please be aware windmills do make some noise which might upset your neighbours and of course see if you need planning permission from the town. The solar panel plans show you how to set an 80w solar panel which of course would not be able to power your whole house,but once you have built one why not build loads more and each one will get easier to build. As Ed said, that .2 kW is an instantaneous rating in bright sun. The way to do this right is to consult the maps here rredc.nrel /solar/old_data/nsr... to find the number of equivalent sun-hours your location gets per day. Select, Average, Annual, Flat plate tilted south at latitude. A map will come up. For northern California, it shows 5 equivalent sun hours per day, for example. If the system is .2 kW, then .2 x 5 = 6.0 kWh of energy the system will generate per day, on average. That takes into account cloudy days, short winter days, long summer days, everything. The 2.4 kW system would give double that, obviously. But that's an example, based on a specific location. Phoenix would do better, Seattle would do worse.
