I have a home made 24 volt electric cart. It is powered by two 2Volt deep cycle batteries. Since the motor runs on 24 volts the batteries are wired in series to produce the 24 volts. I only have a 2 volt battery charger, but I also have two 2 volt solar panels. It is a pain having to unhook wires, rewire it, or charge them one at the time.HERE IS THE QUESTION REALLY... Can I wire the two 2 volt solar panels together in series (ie: negative to positive) then connect it to the existing 24 volt system and have it charge the batteries fine. I know basic wiring, but I know nearly nothing about solar panels, will it work fine? will it cause them to break? or short out?(additional info, the solar panels are only rated at 5 amps so it will not overcharge the batteries or anything)
You should be fine with the series as long as you use a multimeter and verify configuration Get a charge controller. Will be worth the small cost and prevent many issues.

While I understand Search's answer, because it was also my first reaction, am I wrong in thinking that this is some sort of science fair project, for which you need to power a solar panel indoors as though it were being illuminated by the Sun? The question at least makes sense in that context. Solar panels provide modest power even from room lighting, sometimes calculators are powered by small panels, but that is a tiny amount of current. . You'll probably do better by asking this question (a bit more clearly) over in Engineering. It's not really an Astronomy Space question, though there may be some crossover between the two groups of users. Meanwhile, while some white LEDs can be pretty dazzling to the eye, I don't know how much actual power they are pulling down compared to what you'll need the panel to generate, but I don't see why it shouldn't work. I just don't know how many LEDs you would need. . .

i attached a usb charger to my solar panel(it has an output of about .2 volts) but i read on my multimeter its only using about 8 volts however on the conventional wall charger that i use to charge it has an output of about 5. volts.... i believe that my mp3 player is not charging it does not display the charging icon when it is on or off ....is this becuase the output is higher ? do i need to install a volt dropping diode to prevent it from putting to much energy at once? (my mp3 charges fine on the wall charger but does not seem to respond to the solar panel so it the circuits are fine....)
You description is not clear as to what is supplying and what is consuming the .2, 8, and 5. volts you mention. I get that your solar panel output is .2 VDC (volts DC), but is that open circuit or under load? Also, is the charger output AC or DC? What's using 8 volts? Circuits don't selectively use a portion of the voltage supplied. They use all or nothing. Is the polarity correct from your solar panel to your MP3 player? If your MP3 player requires DC for charging and you're feeding it the correct polarity, but too high a voltage, an overvoltage protection circuit in your MP3 charging circuit might be blocking the charging current from your solar panel. Go through everything again and if you need to post another question on YA, be specific as to what you're measuring, where, and whether it's the source or load you're measuring.
