Q:Can I use a 250 watt solar panel to power a medium sized upright fridge?
Solar panel alone? No. With the appropriate storage system and inverter, perhaps. You will need to do the calculation - as follows: In a solar day that averages about eight hours, you will generate about 67% of your rated output over those 8 hours. That means you will have made 340 watts. Your refrigerator will run for about four (4) hours per day on average if you are very careful about opening and closing. If you have a 400-watt (average-when-running) fridge, you will have a small cushion that will be absorbed by inverter losses, charger losses and so forth. So, with an adequate set of storage batteries, a good charger and a good inverter, you just might be able to operate that small fridge. No icemaker, no other power drains. But, two 250-watt panels would be better.
Q:Can I build my own Hot Water Solar Panels?

These are not suitable for grid connect, because the higher voltage needed makes do it yourself panels a dangerous and litigious thing to have on your roof. Maybe you could buy a smaller pack from the link below to compare tabbed and untabbed and work out what to do. Your power calculation is a bit incorrect because the sun is only present some of the time. The 36 cell module would produce 50W when square on to the full sun. The sun may be out for around 2h a day in some places and times of the year. However it is the equivalent of 5h full sun, because of the changing angle throughout the day. Look this up on the internet for your region. Temperate zones may be a lot less. One pack in your link is 36x3 = 08 cells. Thus 50W per pack x 5h a day gives 750Wh per day and 274KWh/y. In reality it will always be less because of regions, weather, clouds, dust, inefficiencies, aging of cells.

Lets assume the panels are 00 Watt panels. You would need 50 panels to just provide power for the heating maybe 2-4 hours a day on nice sunny days. Get the picture? Remember the rating on a panel is peak power when the sun is at just the right position. Solar panels are not normally a good system for heat or air conditioning. They simply get much to large and expensive, and are not reliable because the sun does not always shine. If you are in an area where the electric company will purchase any power you do not use and give you a credit, then you can build a system much larger than you need in the spring and fall and might be able to produce enough during these periods and get a credit. You then use the credits in the winter for heat and in summer for cooling. This requires a detailed study of your uses all year, then designing a system that produces enough to cover your yearly KWH load. Should I really be concerned with a Charge Controller? Yes. The main purpose of the charge controller is to protect the battery from over charging. Over charging reduces battery life. And spending extra money for a MPPT type controller will get more more useable power out of your solar panel. Would another battery of the same magnitude be helpful in preventing an accident? How much storage capacity does your current battery have (measured in kWH)? A ~$20 Kill-a-Watt meter would take a lot of uncertainty out of how much power you actually use. Even deep cycle batteries suffer reduced battery life from deep discharges. The battery sounds too small for the loads you describe so I would think you would want more. ---------------------------------------... After reading the other answer In a nutshell, with your small 2 volt starting battery, 24 volt panel and a mix of unknown loads, (which is correct), I thought I would elaborate. I had not considered the possibility that you bought a 24 volt panel for your 2 volt battery. Hooking the panel you bought directly to the current battery is a horrible idea. I you were lucky it would just cook the battery in a short period of time. You basically bought the wrong type of panel for a 2 volt system. I assume that there are no controllers on the the market for this situation. If that's the case, I don't know of any good way match the 24v panel to the 2 volt battery.

Know that solar panels almost always incorporate a blocking diode to prevent a battery from back-feeding through an un-illuminated panel. Know that solar panels are usually connected to a battery via an electronic switching charge controller, not directly connected. Know that when a solar panel is open-circuited (disconnected from everything) it's terminal voltage will rise to almost twice it's nominal voltage. (22V is common for a 2V panel), unless it is stored in total darkness.

You would need to consider how much sun your area gets on average. You would need to do a cost/benefit analysis to decide if you will be saving money eventually. Environmentally, it would not affect the plants or animals around it, except those it might block the sun from. Meaning, the grass growing in the shade of the panels will probably die out, but that goes for anything that would cast shade for the majority of the time. Solar panels are simply rechargers for the batteries it's hooked up to. No different than a cell phone charger affects the area, people or plants around it. If it is a worry, make some orgonite and place it around the panels. :)
