This is the clear plastic tape reinforced with fiberglass filaments. You can also use a cloth type tape like gaffers tape. Duct tape would even do the job, but would be likely to leave lots of gunk on the inside of your rim and it would be a pain to tear a long narrow strip like you'd need for your rim. Hope this helps.
