You are correct there should be no insulation between the facing and the living areaThe faced insulation should never have been installed on top of existing insulationThe facing serves as a moisture barrier to keep the insulation dry and to prevent condensation from formingIt prevents moisture from the warm living area from getting into the insulationIf you have the vapor barrier on top of the insulation then it will instead trap the moisture inside the insulationIt may be difficult to remove the facing, but you can give it a tryIt may be easier to just replace all the insulationPut faced batts down first with the facing to the living area, then top with unfaced batts in the opposite directionIt is better to have no facing at all, than to have the facing installed in the wrong position.
