I can't see why mold on the exterior of the plastic sheeting should be a problem unless there's an enormous amount of it, if it's there because the underneath of the home didn't get enough ventilation. It could be cleaned off, and shouldn't recur if the next place you put it is dry. If water has gotten into the insulation above the plastic, that would worry me. Wet insulation doesn't work, and if the insulation is wet, there might be other water damage in other parts of the home which could be serious, since the water in the insulation most likely flowed down from somewhere. Is the plastic in good shape with minimal tears in it? If there are any tears, look at the insulation through them to see if you can see any evidence of it having been wet. Have a good look with a strong light under there, and you might be able to answer your own question. Also, though the dealers might not be of much help, there is probably someone in the neighbourhood who does repairs on mobiles, and it might be worth getting them to give an opinion.

Don't use plastic. It will crack over time. My first attempt years ago was with a swimming pool liner. The part not in the water cracked and spread below the waterline. I also suspect that the roofing cement will react with the plastic. Even if it didn't melt the plastic, one small tear in the top layer would be toxic to fish. Go with the rubber liner designed for fish ponds. The cheap way will cause you nothing but grief. Don't forget a pump and filter. Yahoo fish ponds or garden ponds. It will give you plenty of design ideas. If money is an issue, consider a blue childs wading pool.

I have the same problem. I have tried melting some of the plastic and pressing it between the sheets. This only seemed to melts the sheets also. I have used Gorrilla Glue, Silicone, Super Glue and Epoxy and have had no luck. Double sided tap sorta worked but it takes a ton of it. So far the best thing I have found is just using Duct tape. It's ugly and falls off in the heat of the summer but does work temporarily. I will definitely buy an iron and try that. That seems like the best idea yet. I did visit an adhessive manufacturers website and they say there is nothing invented yet that bonds sheeting together permanently. I find this hard to believe. I have used a vacumme sealer for freezer bags and it works wonderfully on really thin plastic but the thicker sheeting I need and it has no affect on that.
