Q:Our road is about 1/3 of a mile long, and is a straight road. The speed limit on this road is 25 m.p.h., yet some seem to think it's a drag strip and will do 55-60 m.p.h. on it. You cannot compare someone who works in a mental or medical institution with someone who is outside of that realm. It is understood that in such a facility those precautions are absolutely necessary. However, normal people are expected to behave accordingly and not take someone's mode of dress as an invitation or excuse to commit a crime.
