Q: we are trying to reduce a solar panel from 9 volts to 3 volts. What do we need to make this work...
Solar panels generate DC power. Changing DC voltage is hard, which is why the power grid is AC voltage. AC voltage can easily be changed with a transformer. To keep the DC power (watts) the same at a lower voltage you need a DC to DC converter. That basically changes the power to AC with an inverter, changes the AC voltage to the new value, then rectifies it back to DC. It is probably hard to find a commercial unit that handles those voltages and then it will be expensive. But I have a simple solution in the special case of a solar panel. Solar panels are made up of smaller solar cells. The basic solar cell has a very low voltage, like half a volt. The panel has many of them connected in series to make a higher voltage. Just cover (shade) some of them and the voltage generated by the panel will be less. Of course that reduces the power. And you may need to experiment with shading different parts of the panel and measuring the result with volt meter.

we are near the edge of what is physically possible for solar power. You only get so many photons per area you know...and much of this is lost in entropy. Solar panels today are over 80% as efficient as what could ever be theoretically possible. No you will never get an easy solution to the land problem. lol what invisible talker suggests about using a black hole i suppose could be a way to increase the photons per area...but you would get much mroe power by using the tidal forces produced by a black hole than solar power heh...not to mention your panels will get sucked in...and whatever energy they produce wont be able to escape the black hole and power anything outside.

I'm not sure what you consider to be a standard solar panel, but the 3' ones I have produce about 5 watts of power in full sunlight. Put simply, you need to convert the power from the solar cells (variable voltage) into a constant voltage usable for charging a batteries. Most of the low cost modules for this purpose can't handle more than about 00 watts. Larger systems are available that handle thousands of watts but they are quite pricey. Since you can't take out more than you put into your battery system, you can calculate about how long you can run a high-current appliance based upon its wattage rating, that of the battery system (adjusted for loss of converting to AC), and the charging system.
