That black stuff is the glue/rubber cement. You can paint over it but you will have the texture of the glue to deal with. You can go to your local equipment rental store (united/sunbelt/nations rent) and get a floor sander with a cement scrubber pad to clean all this off and then paint it and it will be like new after you put the sealer on it.

If you have a nestbox up then this is fine. If you intend for the birds to lay eggs on the cage floor this most likely will not happen. If by chance it does happen (which is extremely rare) then they will not hatch.

Try a real thin spackle knife & lightly tap around the perimeter & it will eventually come loose. The can has probably rusted & you don't want to hit it too hard, keep some rags handy when you do this.
