I would go with a ½ hp jet pump which normally come with a 30-50 pressure switch Check out Home Depot I believe they sell the Flotec. which will run about 260.00. It will give you much better pressure upstairs and if you want to increase the pressure you can chance the pressure switch (24.00) to a 40-60. As for tanks I would look at the 42 gallon. If you have galvanized pipes there is always a trace amount of metal (rust) in your water but if you use the water every day it isn't noticeable, as it comes through in such small quantities. It could be that one or more of your pipes froze and cracked, releasing some larger chunks of rust from the walls of the pipes or pressure tank. Run the water steady for a while and see if it clear up. It would be wise to check all of your exposed pipes/tanks for leaks now too because if a pipe or tank cracks it will either be leaking now or shortly in the future. The rust/ice could have also been temporarily blocking the pipes, causing the 0 pressure. If the pump is running with no water, it will run faster and much louder.

I will try to put this simply. It is very serious. Water cools your engine and without the pump to circulate it, your engine will overheat and very quickly damage itself. Even if you add water constantly, it is not being circulated, your engine will overheat and the new water you will put in will probably instantly boil and rush up into your face. My advice. Don't drive it until you can get it fixed. Sorry, I know this isn't what you wanted to hear, but I am concerned for your safety and I don't want you to wreck your engine and you will if you keep driving it. The damage you can do is like this. The engine overheats and seizes up. This means that the engine parts, pistons and rings have expanded beyond design limits. They break inside and wreak havoc. I've passed on answering your question a couple times, mainly because I'm not sure exactly what you are asking. So let me ask. In the water does the engine overheat? I'm not sure that what you are looking at isn't the relief hole and not the water discharge, which should be under water. How are you supplying water to your engine? Are you running in a barrel? The water pump should be replaced every 2-3 years, so unless you are going to do it yourself, take it to a shop and explain what you are observing. Taking the cowling off will have no effect on the water pump, so I'm guessing you are looking at the wrong place. P.S. This was a common error with Evinrude small motors back in the 70's and 80's, motors similar to yours. The exhaust fin was just behind the propeller. not higher up the leg

If the front belts are shifting then which potential the starter is effective and the crankshaft is popping. pondering there's no compression or some thing i might want to assert the automobile has significant engine damage. Water pumps have no protection so over time they rust, as do other underhood parts. NEVER replace any part 'till you KNOW the problem. You need to visit a RADIATOR SHOP and have your radiator looked at. Water pumps don't cause overheating, radiators do.
