Damn they do make it sound easy don t they? Their mostly right answers but it isn t as easy as that. Cement tack strips are an SOB ( sry) to get to hold into cement if you haven t done it before. The nails are hard to pound in. You may have to use construction adhesive and /or pre drill and use screws to ge tackles to hold. If using a pad it needs to be glued in a special way so it stays in place as carpet is pull atop and across it. A DIY solution for your problem doesn't exist unless you are a flooring professional. In spite of what some people are saying around here, engineered floors can be refinished most of the time. We have done it numerous times with great success. The best advice I can give you is, contact a flooring contractor, let them take a look at your floor and give you an estimate on how much it will cost you to refinish. Most of these estimates are free so you won't have anything to lose. Also, a flooring contractor will be able to give you better advice after seeing the floor than you would get on this forum from people that can't understand the details of your problem. I lived in a place with this issue too (in New England!) In my opinion, nothing is really as good as the plastic for stopping drafts, ugly as it is. I'd do the plastic as you normally would and then hang the quilt like a big drape in front of it.
