I asked the same question once to a PV install during a seminar a few years back, and he explained the following: No, PV panels do not reflect or absorb much heat from going into the building below but there is a reason for this: PV panels that reflect / absorb heat produce less electricity. They are designed to Thermally Transparent. Even worse if installed incorrectly without a good angle and air gap to allow the heat to escape the panels will actually trap this heat and increase the interior temperature of the building below! Below is the scientific analysis that is quite verbose but has two nice graphs at the end. To summarize: Adding PV panels, at best, shaded the building enough to reduce the load of the interior A/C unit by .8 kWh/sq-m/year. The electricity generated by the panels was about 356 kWh/sq-m/year. You can see the big advantage of PV panels is to make power, not reflect heat. Proper insulation is much cheaper and will do a much better job. Don’t worry, I was shocked too, but like anything it makes sense after it is explained.

You need full sunshine from the sun, or a lamp that will give a light spectrum similar to the sun, a volt meter, Milli-amp meter, and a variable resistor of 0 to 000 ohms. The voltmeter test leads go across the solar cell leads. The amp meter leads will be in series with the solar cell. Let's say, positive lead of the solar cell to the the positive lead of the amp meter, the negative lead of the amp meter to one terminal of the variable resistor, and the wiper terminal of the variable resistor to the negative lead of the solar cell. Slowly decrease the value of the resistor until the voltage from the solar cell just begins to drop. Take note of the amp meter reading. This is about the high end range of the solar cell. You might want to begin with a micro-amp meter for the current meter.

Earth ,43 – ,32 W/m? (wikipedia) That is offcourse for your solar panels perpendicular to the ray's of the sun. If they are under an angle you should see what the area of the projecton of your solar panel is on a plane perpendicular to the ray's of the sun. So know you have the intensity W/m? and an area (or effective area). Here you go the energy deliverd by the sun. And 30% of it is what you get out of your panels.
