having solar panels move like that on a mobile platform is inadvisable -- especially if there is a dynamic wind load resulting from the motion of the mobile platform. Even having a tilt mechanism is dubious at best. think of what limited marginal gain would be gained by mounting a small solar panel on the moon roof of a car. (ultimately, the best answer is to turn the car so that it's angle to the sun is optimal -- but the road/travel direction constraints are what ultimately prohibit that.) while there are ways to build sliding panels, the weight constraints would interfere with your weight/thrust ratios to the point of futility. if you really need that panel somewhere else, don't slide it out of the way, just buy another panel and mount it there. it's more expensive, but it's actually the cheapest solution in terms of design on a mobile platform.
Q:why don't we take a cue from mother nature and make our soar panels like trees? thousands of leaves or needle (like a pine tree) instead of one big flat panel? I mean it seems to work pretty good for all the plants i see why would it not work for us. It would be aesthetically pleasing and with the right engineering wouldn't it make them not have to worry about tracking the sun? i already have some ideas about the process of making them just no available labratory.
Because we and the trees are trying to solve a different problem. We want electricity, a tree wants light (and some heat) for photosynthesis. In getting the electricity we use Silicon for solar panels. (Sometimes Gallium Arsenide). And we exploit the same thing in Silicon that allows them to be computer chips. The fact that they conduct differently when voltage is applied. But for a solar panel that is done essentially in reverse. We GET a voltage difference (electricity) from shoving energy through it. Look up junction bias on google or yahoo for explanation. But the DESIGN problem is: You have to couple these panels together the right way - according to their bias. You can't string them up willy nilly. There is a pattern. And when one breaks in this pattern. (I mean when the actual panel cracks, which they do easily as they are brittle). It can change the overall bias. This can make even be worse than if it was removed, it can actually fight against the working ones. The efficiency is there in arranging them like a tree, but the practicality of maintenance would be daunting.

I've already disconnected the fan and pulled it out of the car to test it later.What all do I need besides the panels, fan, and wiring to make this work. The solar panel doesn't output enough power to run the fan directly, your best bet would be to just hook the fan back up to the battery, and then rig the solar panels up to help charge the battery and remove some of the load from the alternator. If you're trying to reduce your emissions/increase fuel economy then you'd be better of setting up a switch to disconnect your alternator when its not necessary to have it on. The alternator runs off a belt from the engine which requires some of the power output from the engine. Having this connected all the time increases the amount of gas used (marginally) but you'd be saving more gas doing that and using the solar panels to keep the battery topped up.

And at what tilt? Are there trees, poles, or buildings that cast a shadow on the roof at any time? Is the space clear of vent pipes (these can be moved, but it's extra work and cost)? Probably your best move is to contact a solar installer, and get a free quote on a system. Have them quote a system that you own, not a lease. They will do an analysis of your home, which will be very valuable even if you decide not to use a professional. If there are no professional installers in your area, that's an indication that your area may not be good for solar.
