- It matters. The weights are to keep the wheel balanced. If the wheel is out of balance, the heavier part will tend to be thrown outwards by centrifugal force as the car drives, making the wheel bounce, and often (but not always) making the steering wheel vibrate. It reduced your traction (the wheel may even bounce off the road in extreme cases), and causes premature wear on your steering, suspension and wheel bearings. - From 26x1-3/8 to a 700c won't work. You're looking at 2 of difference. My advice? Sell the bike look for a new fixed gear - or better yet, buy a real road bike with gears. Those older bikes with 26x1/3/8 tires really weren't road bikes - just a mass produced, low end bike made to look like a road bike. Real road bikes that old came with 27x1-1/4 tires.
