Are you sure the vents were done correctly? There should be soffit vents running along the eves of the house to let fresh air in to the attic space, and a full-length ridge vent to let air outThe insulation on the attic floor must stop short of the eves, so this airflow isn't obstructedThere must be a vapor barrier between the insulation, and the ceiling of the top living-space floorAlso: check that any bathroom or kitchen vent fans are exhausted outside the house, and not into the attic space or soffits.
