9v is what's called the 'nominal' value, or typical value. Input voltage can dip as much as 20% which would drop 9v down to 7.2v, but is still enough to operate. (If you only supplied a nominal 7.2v, and line voltage dipped 20%, you'd be left with only 5.8v trying to operate a 7.2v system. Not enough.) Basically, every electronic device contains a voltage regulator. Anything more than the minimum is shunted away, but if the input drops, then there is still enough to maintain the minimum voltage necessary to run. But you still need a nominal value higher than the minimum to make sure there's always plenty, no matter what happens.
Q:Hi I purchased a Sony Bluray optical drive from Ebuyer (bad move),The drive showed up in a tackie box with no cables included, manuals etc. I plugged in a SATA cable in to the back but its not powering up, there is a slot for another connection but with no cables enclosed I am I right in saying the SATA cable should power the drive up as well?
A SATA cable alone will not power your drive. There should be a slot with 4 big pins on the blu-ray drive you purchased. Open the case of your computer and find the power supply. There should be cables on it that would fit onto the 4 pins. That would be the power to your drive.

The only way to properly splice the cable is to solder the cable to another piece of cable the same size. The best insulator is brush on tape , just make sure whatever you choose to use, it is sufficiently wrapped. There should minimal power loss if care is taken to make the connection well. However, the best way would be to run a new cable. But considering the trouble this may pose, a quality spice may be the best choice.

Split the power cable... Skin the insulation back on the individual wires..Keep track of the colors.... Split one side far enough back to put pieces of shrink tubing on the individual wires...put the approcate wires in an insulated butt splicer....crimp the splicers...Heat shrink the tubing...Then tape the individual leads with 3M-130c rubber tape ..Then put about 2-3 layers of 3M 88 tape on top of the rubber tape....It will last as long as you will Have A Good Day
