Yep, will work. I did the same with my three-band mobile phone from the states. I also bought it from T-mobile. I am German and was in the states for some time, loved my phone and took it back home, put my old sim-card in from my prepaid phone -works! No problem, other than the language I have on my phone is English now, and T9 for texting won't work with texts in German, as the vocabulary I would need to teach my phone exceeds the capacity. So I type my texts manually. But what the heck. Phone works.

For most cell (mobile) phones the answer is no. In the UK the cell phone company 3 offers a skype mobile phone that provides free skype to skype calls, along with the regular cell phone features at regular rates. In the USA you can load a skype application on the iPhone, iTouch, Nokia N800/N810 and others. Skype calls on these units do NOT go over the cell phone network, but rather use a local (free) wifi hotspot. I use the Belkin Wi-Fi Phone for Skype ( F1PP000GN-SK ) from amazon ($129.35), it works fine if you have a local free wifi hotspot (or Boingo). Out of these areas it is dead.

touch screens and some blackberrys freeze a lot try to stay away from those. t-mobile dash is cool or go att and get the phone unlocked for like $20.

Speaking on the mobile phone in public is a nuisance Texting while in meetings or class is insulting to the speaker If there is a ring assigned or even if the phone is on vibrator and it goes off while in a meeting or a classroom it is disturbing.

Yes, not only can they but many do. My wife is a sergeant, she gets dozens of texts and phone calls on her mobile every day dealing with soldier and unit issues. Often her platoon leader and commander will simply send a text message to everyone in the unit if something comes up that needs to get done. It has become standard practice with many units in the army. The main thing to watch is dealing with sensitive information that could affect OPSEC.

By these measures one can assess the level of risk. Then the father should look at whether or not there are possible measures to ameliorate the risks. Finally one must make a cost/benefit analysis. What might Lucy gain. And what might she lose. I am an oddball because my answer is absolutely clear. I don't own or use a mobile phone. That is my cost/benefit analysis.
