I dont understand your question exactly, but the speed of light is variable. It has a maximum speed in a vacuum, and has a lower speed when traveling through denser material.

The Light Bulbs have two filaments in them. One is low light and the other is high light. So the low would be your taillight and when you use the turn or brake, the high light filament will light up unless it has broken or burnt out. It is normal to only have two lights on each side as the Turn/Brake light. So you only need to replace one light bulb. the Left outside.

Bulbs working on tail lights means absolutely nothing when you're dealing with brake lights. Tail lights, brake lights either have different, separate bulbs or they share the same bulb but use two filaments. Check your brake switch, and if that's not the problem, recheck your bulbs. BTW, you need brake lights in the daytime also.

Air is not as dense as a table or a phone. Particles of the air are far apart from each other than the particles of a table or a phone. Particles of air are very very small so the reflection is not perceivable. If air contains bigger particles say dust particles these are big enough to reflect light that can be seen by our eyes. I don't think electromagnetism has anything to do with the phenomenon.
Q: if i break a bic lighter and put the fluid in a zippo will it light?
Yes, it probably would but Zippo lighter fluid is so cheap and easy to use, why go this route? You could easily injure yourself or others by splashing the lighter fluid when you crack open the bic lighter. Just go by Zippo lighter fluid at any convenience store or supermarket. Its about 2 dollars a can.
