I am wondering if there is any law/regulation regarding how often the carpet needs to be replaced at the landlords/owners expense. Or any way I can request him to replace?Thank you.

theres no law about replacing carpet. Theres no law that says an apartment even has to have carpet. If you want it replaced you need to pay yourself

It sounds like you use too much shampoo? I would try going over it with just clear water This will remove surface dirt and soften the pile

Then rinse the are with a twig bottle. attempt overlaying the spot with paper towels and a brick or heavy books in one day. you would be shocked how nicely that works.

carpet cleaner and a scrubber. it'll be clean and spotless. ( prefer the foam carpet cleaner)

Carpet manufacturers recommend carpet be professionally cleaned a minimum of once a year. More if needed w/ high traffic etc. Furniture I would assume when needed or some carpet places do that also . GL
