I have worked with Rit dyes quite frequently and although they are good dies for natural fibers, I am not sure painting a boarder will net the results you desire. Even if you can jump over these obstacles, the dye will remain in the rug, full strength because it can not be rinsed and spun out, so it can easily transfer the color from the rug to your shoes to other areas of the house. And, heaven forbid, if the rug gets wet at a later date it will reactivate the dye and boy I will hear you cursing from here. So, you see, using this type of dying process is really full of challenges and there is too much to go wrong so I do not think it is worth the risk. However, there may be other dyes I am unaware of. Do an internet search on dyes and also rug dying to get some helpful hints and possible products that will net you the results you are after. I have lots of resources that I will check on and edit my answer if I get more information.

I have personally purchased two runners and stapled them, one after the other, onto my stairs. It was supposed to be a quick-fix but it turned out so well, that here we are 7 years later and it still looks great. If you select a runner with a boarder, begin at the top of the steps. Once you work your way down the steps, you may have to cut off the edge of the rug (boarder) and then some, so the cut lands at the end of a riser above a stair tread. If you want the boarder to show at the bottom of the steps, begin the second runner at the bottom of the steps and work up to the other runner until they meet in the riser crease. This will look like it is all one custom piece with a boarder all around the edges. Good luck. To protect your floors from further damage until you can get around to either refinishing the floors or installing wall to wall carpeting, I would certainly use rug pads under any runners or throw rugs. If it is white you could try to bleach it, or if it's colored you could try to use a bleach for colors. If all else fails you could always cover it with an area rug (a really big one or several).

It's too cheap a rug to be hand made by children. Those types of rugs cost in the thousands. And don't trust that anything in China is hand made in the sense that you are asking. Just because a different culture has different labor laws does not mean you shouldn't buy the product. If you had to gauge each of your purchases on that basis you wouldn't be buying anything these days. Everything we buy is made overseas and in each instance no one is paid what you would consider fair wages and no one cares in those countries who makes it. When poverty runs so high, everyone has to work and they are glad of it. So lose the high moral ground attitude and enjoy the rug.
