So i have these butt ugly carpets in my room that i've had since kindergarden and they have to go. They are embarrassing, unattractive, and dirty. If it is mold or something then your local housing authority should be able to handle that. If they cannot do it they should be able to tell you were to go. If it is just dirt then they just need to be professionally cleaned. EDIT: Well then it sounds like it definitely needs replaced. But there is not much you can do to force them to do it while you are still there. You do not say if you have a lease or not. If you do not then you can give 30 days notice and move.

Lay the rug out in the sun to warm Then back roll the rug is the best way to do it. It should be back rolled around a tube. Carpet tubes work the best. Roll it tight. So you don't know where the leak came from, but you believe you've fixed it. I'll take you at your word on that. The carpet was originally placed on the floor before the walls were put up. So you will have to cut and rip up the carpet, scrape the carpet pad off the floor(glued down) and clean up the particle board (replacing any that is damaged). Then you can purchase new and relay carpet. Might be easier to use your insurance to get the work done.
