It sounds like you’re talking about something that would normally be between the bulb and the water – so that’s how I’ll answer: If you are talking about a very thin plastic sheet that can be peeled off (like plastic wrap for food) – it’s only there to prevent damage during shipping. But, it the sheet has any thickness (ie 1/16” or more), then no. Without a barrier, water vapor will condense (become liquid water) on many parts of the light fixture as it cools during the night. Over time, that liquid water can corrode the metal contacts the light fixture and/or create an electrical short.

Polystyrene plastic is sold in sheet form at many hobby and model shops. Evergreen is the most common brand name - available from thicknesses of 0.005 and up - cost about $3-5 for a sheet 4 x 10. The glue you use depends on both materials being put together, and also the weather and forces that will be applied to it. If both are poly styrene an acetone-based solvent suchs as Testor's or Ambroid will dissolve the plastic and thus weld it together. If theyv are differnet materials - (what is a skimboard made from and where does it go?) - I would seek some advice form someone in that hobby.
Q:Will plastic sheeting, plastic mulch help in starting my crops earlier?
I don't know. I've seen many farms in Australia use plastic on the ground along rows of crops. I think these are drip fed though. I haven't heard of plastic mulch.... it doesn't sound like something I'd want on my veges. When I lived in a more temperate climate (regular frosts in winter and slow starting springs), I'd put the seed in the ground and put the top maybe 1/4 of a plastic bottle over the top and twisted into the ground a bit. Seemed to work fairly well, then when it was warmer and the seedlings were bigger I just took them off. My brother put plastic on bits of his garden (in a more tropical climate) and everything just went manky. The soil got too hot, couldn't breathe properly and there was mould issues. The seedlings all died. You can always start the seedlings indoors - although I've never had much luck transplanting them.

Masonite is too thick to work with. If you're doing street art, you still kind of want to be able to draw like you can with an exacto. Plastic sheeting is good if you want to be able to reuse a stencil. It also rolls up. But cheap poster board works just as well, except that it can fold, which you don't want. You can always go back and cut the plastic stencil from the poster. If you're dead set on the plastic, but can only find 8.5x11, just use clear scotch tape to match the edges. Just make sure the cut outs don't sever the whole seam. Poster board will tear, so let paint dry before you lay them down, and lift them off the painting surface before they dry
